Findings
During the field work we visited some private clinics that provide RH services.
We notices good general in-patient conditions, with provision of gynecological, urological services etc. The managers declared that abortions are not the priority of the clinic and it is not the essential income source. The doctors from the visited clinics are very qualified and show an especial care for the patients. They are very interested in what is new and research into new methods in RH, in general, of cooperation with international organizations clinics.
The price lists for services were displayed; the price included all the component parts, for the patient to be aware how much she had to pay. Informal payments are not accepted. In a visited clinic the average salary of the doctors is 4000 lei, plus additional payments, depending on the number of patients or surgeries done. The doctors who took informal payment were dismissed.
In one of the private clinics underprivileged women are offered free of charge services. The doctors from the clinic publish regularly educational article in press, considering that this is necessary for the population and for the image of the clinic.
A big amount of the income is reinvested into the renovation and re-equipment.
The interviewed patients from those clinics proved to be extremely satisfied with the quality of the care, expressing the will to benefit from prenatal services as well. They consider that this would increase the birth rate. Better respect of confidentiality, respectful and caring attitude of the medical staff was mentioned.
The clinic directors are trying to have the private sector contracted by NHIC, considering that this would be beneficiary for the patient (by increasing their access on the basis of insurance policies).
The providers both from the private and public sector consider that there are barriers in the opening of the private cabinets and there is a lack of state support.
During the evaluation the representatives of the Ministry of Justice declared that, now, the exclusion of the abortion service from the list of the activities which are state monopole and the Act about the permission of abortion performance in the private clinics are being discussed.
Recommendations
- Provide private institutions that offer RH services with the same rights and liabilities and the state owned ones and have them contracted by NHIC.
